that after all this oppression, is there still any reason to enroll your children in a Fauji Foundation school? To enroll them in APS? Is there any justification left? No! They fired bullets at us; these very forces fired them. And if we support their institutions, that is the worst betrayal of the martyrs' blood. So that children do not lose their academic year, parents should gather

and collectively go to that principal and make their stance clear. If they refuse, change such slavish schools where your children are restricted, and enroll them in another school. Do not think that your children can only get educated by studying in this school. Didn't students from other schools and colleges become doctors and engineers? Don't they have a future? Don't they have employment?

Plea for resilience and steadfastness in the movement

The way our mothers pour out their sighs and prayers with pain, worry, grief, and love, we certainly have firm faith, and we must place complete trust in our Lord under all circumstances. Even if trials are prolonged, or we are attacked or cracked down upon, let them do whatever they want. We have resolved that under no circumstances will we surrender, even if we are martyred collectively. Those who survive will proudly continue the resistance and keep the movement alive. We will never bow before them, not under any circumstances.

Demand for independent UN inquiry into the Pandi incident

Regarding the incident that took place at Pindi Bagh, I also urge the authorities: Sometimes the Prime Minister says a gas cylinder exploded, other times they claim the Action Committee blasted something. On behalf of the Jammu Kashmir Joint Public Action Committee, we demand a transparent inquiry. Human rights organizations, Amnesty International, the UN, foreign media, and international media should be granted access. If the government is truthful and their narrative is accurate, give them access

so they can visit the affected house and gather evidence to bring the facts to light. A companion has prepared a resolution regarding today's protest gathering.

Reading resolution on Kashmir's disputed status

I will read it out and seek your endorsement. Over recent movement, the United Nations issued the real map of State of Jammu Kashmir and considered a disputed territory. It proved that State of Jammu and Kashmir is a disputed territory. Today's 1st November procession issued real map of United Nations Human Rights and Human Rights Commission published human rights violation in Pakistan-administered Kashmir. And I hope that the time will soon come when the United Nations will treat the territory according to the resolutions of UN.

We demand to United Nations that the organization take notice over the human rights violation in Rawalakot and whole of Pakistani-administered Kashmir. We welcome the United Nations showing Jammu and Kashmir separately on the world map published every four to five years. We also thank the Human Rights Commission for publishing a report on the human rights violations committed here after June 5. Regarding the incident at Pindi Bagh, I request the authorities once again: Sometimes the Prime Minister claims a cylinder burst, sometimes that the Action Committee caused a blast.

The Jammu Kashmir Joint Public Action Committee demands a transparent investigation. Grant access to human rights bodies, Amnesty International, the UN, foreign and international media. If the government's stance is true, allow them to visit that damaged house and collect evidence so facts come forward. Checkpoints have been set up. Regarding these checkpoints, my request is to strengthen them. To those people rendering their volunteer services in this movement for the past five months:

Your services are deeply appreciated, but for God's sake, do not treat it as a favor upon anyone, neither on the people of Mirpur Division nor on any resident here. If anyone is sacrificing and dedicating their time for the past five months, everyone is doing it for their nation and movement. Undoubtedly, those volunteers staying awake at night at checkpoints are our pride.

Code of conduct for volunteer checkpoints and caution on force buildup

Staying awake at night in the severe cold is no small feat. Strengthen the checkpoints and rotate shifts. Deploy youth in turns at checkpoints; children should not be stationed at checkpoints. Elderly persons should also not be there at night due to the bitter cold. Keep the checkpoints reinforced. To the parents: Just as Allah has opened countless doors of sustenance—when one door closes, seventy others open— it is not set in stone that a child will only succeed if they study in a specific school. Other children study elsewhere too. No institution should assume that the educational system cannot run without them.

Appeal to schools regarding fees and community education

Noble Academy in Dhirkot and Ifa School in Chhatra. Open volunteer schools. To the female teachers and sisters providing voluntary education up to middle school: prepare papers and conduct exams in November. To local Public Action Committees: do not burden these volunteer teachers; provide all necessary stationery for exams immediately. Facilitate their exam duties, as they have already made immense sacrifices by teaching voluntarily. People of Rawalakot...

Rejection of conditional trading permits for Rawalakot shopkeepers

I will read this because it is very important, as a large number of our Rawalakot traders are present here. In recent days, the administration of occupied Rawalakot tried to take an affidavit from the traders to harass them, tried to get an undertaking, so that the traders could be bound and harassed. It was named a permit, and conditions were placed in it.

So I will read it so they also know that whatever you are doing behind the scenes, God willing, the resisting traders of Rawalakot will not let you succeed under any circumstances. And there are some facilitators who may fall for your words or pressure, but the resisting trader has stood with the Jammu Kashmir Joint Public Action Committee for the past 5 months, and we hope and believe he will remain standing, and will not fall prey to your tactics.

So, this permit: 'The applicant's shop situated at such-and-such place submitted an application requesting a permit, in which a police report was obtained. According to the police report, the said person has no affiliation with the banned Joint Action Committee. In accordance with SOPs, the local police have no objection to granting the said person permission to open their shop. Subject to conditions, shops located in the Red Zone will be allowed to remain open two days a week,

from 8 AM to 4 PM. Conditions: The applicant will strictly comply with security directives. The applicant will strictly adhere to the designated days and timings for their shop. In view of security and emergency situations, closing the shop/business will be required, and they will be bound to immediately comply with security instructions. The applicant will strictly observe all directives regarding security.

The applicant will not make any video or take any pictures in the city. The applicant has no affiliation with any banned organization or illegal activity. The applicant will not let any person sit at their shop.' These conditions have been laid down, which are documents of slavery. Just as the Karachi Agreement placed a noose of slavery around our necks, similarly today our traders are being restricted and harassed,

and forcibly made to submit undertakings. So I appeal to the trader community of Rawalakot: if, according to the SOPs we issued for four days, you open shops without any coercion, then we have announced that you may open them. But if someone gives an undertaking to someone and declares all these people 'banned' and calls them terrorists, severing ties with them, then will we—I ask a very simple, innocent question of those traders:

since June 5th until now, in which our martyr Shahzaib, who was a trader, starting from him until now, all the people who were martyred, all who were injured, dozens of Rawalakot traders— I am specifically speaking about Rawalakot, that dozens of traders of Rawalakot have been martyred— so will the traders of Rawalakot give such an undertaking? If your self-respect and your faith permit you,

if you have forgotten the sacred blood of those martyrs, then we have no objection, do whatever you like, we have no objection. But remember, that with affidavits like this, with undertakings like this— do not take this lightly. After this, listen to the next affidavit as well, listen to the next regulation as well.

Then you will have to take permission from them to go home. Separate SOPs will be issued for that, think about it. So this tyranny, is under no circumstances acceptable. If anyone, due to compromise or pressure, falls victim to this, I will only say to them that this world is temporary, businesses are temporary, all this will stay behind.

Tomorrow, in the historic history of the state of Jammu and Kashmir, this sacred movement of the past several months, in which our mothers, sisters, boys and girls are participating with full strength, and overseas Kashmiris across the world are involved, at this delicate stage, if you yield to any pressure, then tomorrow you will have to answer before your Lord and before your people. Remember this.

Refuting the cylinder blast claim in Pandi and resisting intimidation

an innocent youth, Sayan Azhar, was present in the courtyard with his mother, he was martyred. After that, more forces were called in and the area was cordoned off. And a family—a very heartbreaking incident occurred during our movement at the hands of these murderous, oppressive, tyrannical forces, that a war weapon was used there, whether it's called a bomb or whatever it is called,

at the house of the uncle of an active member of Public Action Committee Pandi, Moazzam Hussain. At his uncle's house, this explosion was carried out on the evening of the 29th, after Maghrib. And there at his house, many of you might have seen the condition on social media, because there is no internet facility, so this news might not have reached everyone. As soon as the blast happened, Mr. Safdar, whose house it was, was in Karachi working for labor, and there his elderly mother, his wife, a young boy and girl, one girl was injured, and a boy and girl were martyred.

His wife was also martyred, his mother was also martyred. Four martyrdoms occurred at once. And statements were issued by the Deputy Commissioner of Bagh and the Prime Minister claiming that a cylinder had blasted here, and that caused the explosion. Whereas eyewitnesses who arrived there later, the women who reached after the incident and rescued dead bodies and the wounded, saw inside the kitchen how utensils and walls were riddled with holes.

Neither was there a cylinder present, nor did a cylinder catch fire. And later when facts came to light, the DC of Bagh and the Prime Minister retracted their statements and falsely accused the Public Action Committee, saying that terrorists were present at the Action Committee's place. So I want to ask those authorities: was that 80-year-old grandmother lying in bed a terrorist? Was Mr. Safdar's wife, who was cooking food, a terrorist? Were those innocent children playing there terrorists?

And no male was present there. So a military weapon was used there, whose instruments were recovered at the spot, on which its name was inscribed and all the evidence came to light. And I believe such pretexts are being concocted so that they can label this movement terrorism and launch an operation here. Along with that, at our entry points, both at Tain Dhalkot

and Azad Pattan, previously our food supply trucks were stopped, medicine vehicles were stopped, released intermittently over the past three months. And now ordinary citizens travelling between here and Rawalpindi are stopped and subjected to humiliation. So I ask all those facilitators and conspirators, when checkpoints were set up by the Joint Public Action Committee, they used to say this is humiliation, the people at the checkpoints stop people and ask for their identity. At that time they kept silent,

and today when all our people are being harassed by the Punjab Police, Kashmir Police, and all those forces, letting some vehicles pass only after taking bribes, and machine guns and heavy weaponry have been entrenched in large numbers at Tain Dhalkot as well as Azad Pattan, and similarly large numbers of forces are being gathered in Sarsawa, so all these apprehensions and conditions reflect that the government of Pakistan and its paramilitary forces have decided to crush, encircle, and end the peaceful sit-in going on in Rawalakot and surrounding areas,

by amassing forces from all four sides, and perhaps advancing them. In this context, the present oppression indicates that behind this is not just suppressing the rights movement, but also the future of the state of Jammu and Kashmir, because the issues echoing regarding the identity and unity of the state, those apprehensions certainly exist, which is why all this aggression, terrorism, and preparations are underway to crush the voice of Kashmiris by brute force.

In this respect, it is our responsibility to take this movement forward in an organized manner, and the more oppression they inflict, the more fear and dread will depart from us. Just as today we heard the speeches of innocent children, their determination, courage, and slogans, certainly if our children, mothers, sisters, and daughters have such morale and courage, then their oppression, power, terrorism, and pride cannot succeed under any circumstances. They will not return successful from this land of Jammu and Kashmir. On every front, in every place, God willing,

with public passion, courage, unity, sincere sentiments, sincerity, and prayers of mothers and sisters, we all together will foil all their plans and tactics, and this journey of struggle will not be allowed to grow cold due to fear, dread, or intimidation; we will keep it ongoing. جو پنڈی کے باغ کے مقام پہ واقعہ ہوا ہے اور اس حوالے سے بھی میں گزارش کروں گا اربابِ اختیار سے کہ کبھی وزیراعظم کہتا ہے کہ سلنڈر پھٹ گیا، کبھی کہتے ہیں جی کہ ایکشن کمیٹی والوں نے کچھ وہاں پہ بلاسٹ کر دیا۔ تو ہم یہ مطالبہ کرتے ہیں جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کی جانب سے کہ اس کی شفاف تحقیقات ہونی چاہئیں اور وہاں پہ ہیومن رائٹس آرگنائزیشن کو، ایمنسٹی انٹرنیشنل کو، اسی طرح یو این کو، جتنے بھی ہیومن رائٹس آرگنائزیشن ہیں، فارن میڈیا ہے، انٹرنیشنل میڈیا ہے، ان کو وہاں پہ ایکسیس دی جائے اگر حکومت سچی ہے، ان کا بیانیہ سچا ہے، تو ان کو ایکسیس دی جائے

تاکہ وہ وہاں اس متاثرہ گھر کے اندر جائیں، وہاں پہ شواہد اکٹھے کریں تاکہ حقائق جو ہے وہ سامنے لائے جا سکیں۔ ایک ساتھی نے آج کے حوالے سے ایک ریزولیوشن جو ہے وہ تیار کی ہے کہ اس اعتبار سے

کشمیر کی متنازع حیثیت اور انسانی حقوق پر قرارداد

کہ آج کا جو ہمارا احتجاج ہے، اس اعتبار سے وہ میں پڑھ لوں گا اور آپ سے تائید لے کے جو ہے اس کے بعد... حال ہی میں، اقوامِ متحدہ نے ریاست جموں و کشمیر کا اصل نقشہ جاری کیا اور اسے متنازعہ علاقہ تسلیم کیا۔ اس سے ثابت ہوا کہ ریاست جموں و کشمیر ایک متنازعہ علاقہ ہے۔ آج یکم نومبر کے جلوس نے اقوام متحدہ کے انسانی حقوق کا اصل نقشہ جاری کیا، اور کمیشن برائے انسانی حقوق نے پاکستان کے زیرِ انتظام کشمیر میں انسانی حقوق کی خلاف ورزیوں پر رپورٹ شائع کی۔ اور مجھے امید ہے کہ وہ وقت جلد آئے گا جب اقوامِ متحدہ اس خطے کے ساتھ اقوام متحدہ کی قراردادوں کے مطابق پیش آئے گا۔

ہم اقوام متحدہ سے مطالبہ کرتے ہیں کہ وہ راولاکوٹ اور پورے پاکستان کے زیرِ انتظام کشمیر میں انسانی حقوق کی خلاف ورزیوں کا نوٹس لے۔ کیونکہ یونائیٹڈ نیشنز نے ایک تو دنیا کے نقشے میں، جو چار پانچ سالوں بعد جاری ہوتا ہے، اس میں جموں کشمیر کو الگ ظاہر کیا، اس پہ بھی ہم ان کو ویلکم کرتے ہیں، اور ساتھ ہیومن رائٹس کمیشن نے جو پانچ جون کے بعد یہاں ہیومن رائٹس وائلیشن کی گئی ہے، اس حوالے سے رپورٹ شائع کی ہے، اس پہ بھی ہم شکر گزار ہیں۔ اور ان سے گزارش کریں گے کہ یہ جو پنڈی کے باغ کے مقام پہ واقعہ ہوا ہے، اس حوالے سے بھی میں گزارش کروں گا اربابِ اختیار سے

کہ کبھی وزیراعظم کہتا ہے کہ سلنڈر پھٹ گیا، کبھی کہتے ہیں جی کہ ایکشن کمیٹی والوں نے کچھ وہاں پہ بلاسٹ کر دیا۔ تو ہم یہ مطالبہ کرتے ہیں جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کی جانب سے کہ اس کی شفاف تحقیقات ہونی چاہئیں اور وہاں پہ ہیومن رائٹس آرگنائزیشن کو، ایمنسٹی انٹرنیشنل کو، اسی طرح یو این کو، جتنی بھی ہیومن رائٹس آرگنائزیشنز ہیں، فارن میڈیا ہے، انٹرنیشنل میڈیا ہے، ان کو وہاں پہ ایکسیس دی جائے اگر حکومت سچی ہے، ان کا بیانیہ سچا ہے، تو ان کو ایکسیس دی جائے تاکہ وہ وہاں متاثرہ گھر کے اندر جائیں، شواہد اکٹھے کریں تاکہ حقائق سامنے لائے جا سکیں۔

ناکے لگے ہوئے ہیں۔ ان ناکوں کے حوالے سے میری گزارش ہے کہ جتنے بھی ناکے لگے ہیں، ان ناکوں کو مضبوط کیا جائے۔ اور کچھ لوگ جو اس تحریک کے اندر اپنی خدمات پچھلے پانچ ماہ سے سرانجام دے رہے ہیں، تو میں ان سے گزارش کروں گا کہ آپ کی خدمات سر آنکھوں پہ، لیکن خدارا، کسی پہ احسان مت جتائیے۔ نہ کسی میرپور ڈویژن والوں پہ، نہ یہاں کے رہنے والے کسی پہ۔ اگر کوئی قربانی کر رہا ہے، پچھلے پانچ ماہ سے کر رہا ہے، وقت دے رہا ہے، تو سب اپنی قوم کے لیے دے رہے ہیں، اپنی تحریک کے لیے دے رہے ہیں۔ اس میں کوئی شک نہیں کہ جو لوگ راتوں کو جاگ کے مختلف ناکوں پہ کھڑے ہوتے ہیں، اپنی خدمات رضاکار سرانجام دیتے ہیں، وہ ہمارے سروں کا تاج ہیں۔

عوامی ناکوں کے لیے ضابطۂ اخلاق اور فورسز کی نقل و حرکت پر خبردار

کیونکہ راتوں کو سردی میں جاگنا یہ بہت بڑی بات ہے، تو ناکوں کو مضبوط کیا جائے اور باری باری... باری باری ناکوں کے اندر جو نوجوان ہیں... بچوں کو ناکوں پہ نہیں ہونا چاہیے، اور رات کے وقت بزرگ بھی وہاں پہ نہیں ہونے چاہئیں کیونکہ شدید سردی ہے۔ تو ناکوں کو مضبوط کیا جائے، یہ جو ٹائیں، دھیرکوٹ اور آزاد پتن فورسز جمع کی جا رہی ہیں تو اس کو ہمیں سنجیدہ لینا چاہیے کہ کسی بھی وقت آپ پہ جارحیت کی جا سکتی ہے۔ کسی ادارے کو، کسی پرنسپل کو، کسی اے پی ایس کو، کسی اکیڈمی کو یہ حق حاصل نہیں ہے کہ وہ کسی کو پابند کرے کہ اس کے بچے کہاں جا رہے ہیں،

ان کی مائیں بہنیں کہاں جا رہی ہیں، ان کے والدین، پیرنٹس کہاں پہ جا رہے ہیں۔ یہ وجہ کیا ہے؟ یہ سمجھنے کی ضرورت ہے۔ یہ جو مجمع یہاں پہ سجا ہے، جس کی وجہ سے وہ خوفزدہ ہیں۔ وہ اس مجمعے کو روکنے کے لیے ہر حربہ اور ہر سازش استعمال کر رہے ہیں۔ میں جتنے بھی اے پی ایس چک کے اندر پڑھنے والے جن کے بچے ہیں، میں ان سے مخاطب ہوں، ان سے گزارش کروں گا

کہ جائیں، اجتماعی طور پہ اس پرنسپل کے ساتھ ملیں، اخلاقی طور پہ۔ اسے بتائیں کہ جو ادارے کے اندر جو ایس او پیز ہیں، ہم اسے فالو کرنے کے لیے تیار ہیں۔ لیکن ادارے کے باہر ہم آپ کی کسی بھی ایس او پیز کو فالو کرنے کے لیے تیار نہیں ہیں۔ ہاں، میں جو آپ سے کہنا چاہوں گا کہ بہت سارے اسکول بھی ہیں، بہت سارے کالج بھی ہیں۔ مت سمجھیے کہ آپ کے بچے کی تعلیمی سرگرمی، آپ کے بچے کا مستقبل

اس اے پی ایس کے ساتھ جڑا ہوا ہے۔ یہ تو آپ کو خوش ہونا چاہیے کہ اس جبر کے بعد کیا پھر بھی کوئی گنجائش رہتی ہے کہ آپ اپنے بچوں کو فوجی فاؤنڈیشن اسکول میں داخل کروائیں؟ آپ اے پی ایس میں داخل کروائیں، کوئی گنجائش بچتی ہے؟ نہیں! ہم پہ گولیاں انہوں نے چلائی ہیں، اسی فورسز نے چلائی ہیں۔

اور ان کے ادارے، ہم ان کو سپورٹ کریں، یہ شہداء کے خون کے ساتھ بدترین غداری ہے۔ تو میں، چونکہ بچوں کا سال ضائع نہ ہو، اس اعتبار سے پیرنٹس اکٹھے ہو کے اجتماعی طور پہ اس پرنسپل کے پاس جائیں اور اسے اپنا بتائیں۔ اگر وہ نہیں کرتے تو اپنے بچوں کو ایسے غلامانہ اسکول، جس میں آپ کے بچوں کو پابند کیا جائے، اس اسکول کو تبدیل کر لیں، کسی دوسرے اسکول میں ان کو داخل کروا دیں۔ مت سمجھیں کہ آپ کے بچے صرف اسکول میں پڑھ کے کہیں وہ تعلیم حاصل کریں گے،

کیا دوسرے اسکولوں اور کالجوں کے بچے پڑھ کے ڈاکٹر نہیں بنے، انجینئر نہیں بنے؟ کیا ان کا مستقبل نہیں، ان کا روزگار نہیں؟ تو پھر کیوں، کیوں جو ہے اپنے آپ کو داغدار کر رہے ہیں؟ ان کا حلف نامہ، اور یہ دو حلف نامے، ایک دوسرا ڈپٹی کمشنر کا، ہم دونوں حلف ناموں کو اس مجمعے کی وساطت سے، اس کو نذرِ آتش کریں گے۔ لائٹر دیں۔ نعرہ! کشمیر! حق ہمارا کشمیر!

نعرہ نعرہ نعرہ کشمیر! حق ہمارا کشمیر! نعرہ نعرہ نعرہ کشمیر! حق ہمارا کشمیر! ڈی سی تیرا ضابطہ، ہم نہیں مانتے! ڈی سی تیرا ضابطہ، ہم نہیں مانتے! وزیراعظم تیرا ضابطہ، ہم نہیں مانتے! فوجی تیرا ضابطہ، ہم نہیں مانتے!

پرنسپل تیرا ضابطہ، ہم نہیں مانتے! ظلم کا یہ ضابطہ، ہم نہیں مانتے! گزارش کروں گا اب بھی، اپیل بھی کروں گا کہ مناسب نہیں ہے کہ ہم تعلیمی اداروں کے خلاف کوئی اس طرح کی بات کریں۔ آپ کے لیے بہتر یہی ہے کہ آپ یہ جو فیس لینے کا عمل ہے، اسے ترک کریں۔ یہ مناسب بات نہیں ہے کہ اس موقع پہ کہ جب لوگ جبر کا شکار ہیں، معاشی تنگی ہے اور آپ ایسے موقع پہ اپنی فیس اور لالچ کا اظہار کریں۔ بہت سارے ایسے اسکولز ہیں جن کی بلڈنگز کے کرائے چڑھے ہیں، دکانداروں اور گھروں کے کرائے چڑھے ہیں، تو مالکان نے بہت سارا تعاون کیا ہے۔

تو آپ بھی اپنے ظرف کا مظاہرہ کریں، یہ مناسب نہیں ہے۔ اور میں پیرنٹس سے گزارش کروں گا کہ جس طرح رزق کے دروازے رب تعالیٰ نے کھول رکھے ہیں، ایک دروازہ بند ہوتا ہے تو ستر دروازے کھل جاتے ہیں، تو یہ کوئی حتمی بات نہیں کہ کسی بچے کو اسکول میں داخل کر دیا تو وہ وہیں سے پڑھے گا، باقی بچے بھی تو دوسرے اسکولوں اور اداروں میں پڑھتے ہیں۔ کوئی اپنے ادارے کو وہ نہ سمجھے کہ اس کے ادارے کے بغیر تعلیمی سرگرمیاں یا تعلیمی نظام نہیں چلے گا۔ میں ان سے آخری بار گزارش کروں گا، خاص کر کے ان دونوں اسکولوں کے حوالے سے، جن کی تین چار چٹیں قبل بھی آ چکی ہیں،

فیسوں کے معاملے پر اسکولوں سے اپیل اور رضاکارانہ امتحانات

نوبل اکیڈمی جو دھیرکوٹ میں ہے، اور اسی طرح عفا اسکول جو چھتر کے اندر ہے۔ رضاکار اسکول کھولیں۔ ہماری جو ٹیچرز، بچیاں اور بہنیں رضاکارانہ طور پہ مڈل کلاسز تک خدمات دے رہی ہیں، میں ان سے کہوں گا کہ نومبر کے مہینے میں پیپرز بنا کے امتحانات لیں۔ اور مقامی عوامی ایکشن کمیٹیز سے گزارش ہے کہ ان بچیوں پر بوجھ نہ ڈالا جائے بلکہ امتحانات کی تمام ضروری اسٹیشنری فوری مہیا کریں۔ تاکہ امتحانات لینے میں انہیں آسانی ہو، کیونکہ ان کی پہلے بھی بہت بڑی قربانی ہے کہ وہ رضاکارانہ خدمات دے رہی ہیں۔ راولاکوٹ کے...

راولاکوٹ کے تاجروں کے لیے مشروط اجازت ناموں کی سختی سے مخالفت

میں اس کو پڑھ لیتا ہوں کیونکہ یہ بہت ضروری ہے کیونکہ بڑی تعداد میں ہمارے راولاکوٹ کے تاجر یہاں پہ موجود ہیں۔ پچھلے دنوں وہاں پہ وہاں کی جو مقبوضہ راولاکوٹ کی جو ایڈمنسٹریشن ہے اس نے ایک تاجران کو ہراساں کرنے کے لیے وہاں پہ کوئی حلف نامہ ان سے لینے کی کوشش کی، انڈرٹیکنگ لینے کی کوشش کی تاکہ تاجروں کو جو ہے انہیں پابند کیا جائے، انہیں ہراساں کیا جائے۔ تو ایک اجازت نامہ اس کا نام دیا گیا اور اس پہ اس کی شرائط رکھی گئیں۔

تو یہ میں پڑھ لیتا ہوں تاکہ انہیں بھی پتہ ہو کہ آپ پس پردہ جو کچھ کر رہے ہیں، آپ کے یہ ہتھکنڈے، انشاء اللہ، راولاکوٹ کے مزاحمت کار تاجر کسی صورت جو ہے، کامیاب نہیں ہونے دیں گے۔ اور جو کچھ ہیں سہولت کار، وہ آپ کی باتوں میں یا کسی دباؤ میں آئیں گے، لیکن جو مزاحمت کار تاجر ہے، وہ انشاء اللہ، جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کے ساتھ پچھلے 5 ماہ سے کھڑا ہے اور ہمیں امید ہے، یقین ہے کہ وہ کھڑا رہے گا، آپ کے کسی ہتھکنڈے کا شکار نہیں ہو گا۔

تو یہ اجازت نامہ، 'درخواست گزار کی دوکان واقع فلاں جگہ، درخواست پیش کی ہے کہ اجازت نامے کی استدعا ہے کہ جس میں رپورٹ پولیس حاصل کی گئی۔ مطابق رپورٹ پولیس کے کہ مسماة کا تعلق کالعدم جوائنٹ ایکشن کمیٹی سے نہ ہے۔ مطابق ایس او پیز، مذکورہ کو دوکان کھولنے کی اجازت فرمائے جانے میں مقامی پولیس کو کوئی اعتراض نہ ہے۔ تابع شرائط، ریڈ زون میں واقع دوکانیں ہفتے میں دو ایام کی حد تک، صبح 8 سے 4 بجے تک دوکانیں کھولنے کی اجازت دی جائے گی۔ شرائط:

درخواست گزار سکیورٹی ہدایات کی مکمل پاسداری کرے گا۔ درخواست گزار اپنی دوکان کے لیے مخصوص مختص ایام اور اوقات کار کی مکمل پابندی کرے گا۔ سکیورٹی اور ہنگامی صورتحال کے پیش نظر دوکان، کاروبار بند کرنا مطلوب ہو گا اور فی الفور سکیورٹی ہدایات پر مکمل عمل کرنے کا پابند ہو گا۔ درخواست گزار جملہ ہدایات بہ سلسلہ سکیورٹی کی مکمل پاسداری کرے گا۔ درخواست گزار شہر میں کسی قسم کی ویڈیو یا تصویر نہ بنائے گا۔

مظہر کا کسی کالعدم تنظیم سے اور غیر قانونی سرگرمی سے تعلق نہ ہے۔ مظہر کسی بھی شخص کو اپنی دوکان پر بیٹھنے نہ دے گا۔ یہ شرائط رکھی گئی ہیں، جو غلامی کی دستاویزات ہیں۔ جس طرح معاہدہ کراچی ہمارے گلے میں پھندا ڈالا گیا غلامی کا، اسی طرح آج ہمارے تاجروں کو ہراساں کرنے کے لیے انہیں پابند کیا جا رہا ہے، ان کو جبراً جو ہے، ان سے انڈرٹیکنگ لی جا رہی ہے، تو میں گزارش کروں گا راولاکوٹ کے تاجر برادری سے

کہ اگر جو ہم نے آپ کے لیے ایس او پیز جاری کیے ہیں چار دنوں کی کہ اگر بغیر کسی جبر کے، اگر آپ دوکانیں کھولتے ہیں تو ہم، ہم نے چونکہ اعلان کیا کہ آپ دوکانیں کھولیں، لیکن اگر کسی کو کسی کی انڈرٹیکنگ دے کے اور اس طرح کی اس کو کالعدم، اس ساری عوام کو کالعدم اور اس کو دہشت گرد قرار دے کے اور اس سے اپنے تعلق کو ختم کر کے، تو کیا ہمیں، ایک سوال پوچھوں گا، بڑا معصومانہ سا سوال ہے ان تاجروں سے، تو کیا آپ کو یہ جو 5 جون سے اب تک جو، جس میں ہمارے شہید شاہزیب،

جو تاجر تھا، اس سے لے کر اب تک جتنے بھی لوگ شہید ہو گئے، جتنے زخمی ہو گئے، درجنوں راولاکوٹ کے تاجر، میں صرف راولاکوٹ کی اس وقت بات کر رہا ہوں کہ راولاکوٹ کے درجنوں تاجر شہید ہو چکے ہیں، تو کیا ایسی انڈرٹیکنگ دے کے راولاکوٹ کے تاجر، اگر آپ کی غیرت، آپ کا ایمان آپ کو اجازت دیتا ہے کہ آپ کو، اگر آپ یہ شہداء کے اس مقدس لہو کو آپ بھول چکے ہیں،

تو ہمارا کوئی اعتراض نہیں۔ آپ جو مرضی کرتے رہیں، ہمارا کوئی اعتراض نہیں۔ لیکن یاد رکھیے گا کہ اس طرح کے حلف نامے، اس طرح کی انڈرٹیکنگ سے یہ یہ، کوئی اس کو معمولی نہ سمجھیے گا۔ اس کے بعد جو اگلا حلف نامہ بھی سن لیں، اگلا ضابطہ بھی سن لیں۔ پھر آپ کو گھر میں ان سے پوچھ کے جانا پڑے گا۔

اس کے الگ ایس او پیز بھی جاری ہوں گے، پھر سوچ لیجیے گا۔ تو یہ یہ جو جبر ہے، یہ کسی صورت جو ہے قابل قبول نہیں ہے۔ اگر کوئی اس جبر کا مصلحت کی صورت میں یا دباؤ کی صورت میں شکار ہوتا ہے تو میں اس سے صرف یہی کہوں گا کہ یہ دنیا عارضی ہے یا کاروبار عارضی ہیں، یہ سب کچھ یہیں رہ جائے گا۔ کل ریاست جموں کشمیر کی تاریخ کی، تاریخ ساز

پچھلے کئی سو سال کی یہ جو مقدس مقدس تحریک جس میں ہماری مائیں، بہنیں، بچے، بچیاں پوری قوت کے ساتھ شامل ہیں، پوری دنیا بھر میں اوورسیز کشمیری شامل ہیں، تو اس نازک مرحلے میں اگر آپ کسی دباؤ کا شکار ہوتے ہیں تو پھر کل آپ کو اپنے رب کے سامنے، اپنی عوام کے سامنے جوابدہ ہونا پڑے گا۔ یہ آپ یاد رکھیے گا۔

پانڈی سانحے پر سلنڈر دھماکے کے سرکاری دعوے کی تردید اور عزمِ مزاحمت

معصوم نوجوان، شایان اظہر، اسے جو ہے، اس کے اپنی ماں کے ساتھ صحن میں موجود تھا، اسے شہید کر دیا گیا۔ اس کے بعد دوبارہ سے فورسز جو ہے اور منگوائی گئی اور اس علاقے کو گھیرے میں لیا گیا۔ اور ایک گھرانہ جو اس ہماری اس تحریک کے دوران بڑا ہی ایک دلخراش واقعہ جو پیش آیا وہاں پہ ان قاتل، ظالم، جابر فورسز کی طرف سے کہ وہاں پہ ایک جنگی ہتھیار کا استعمال کیا گیا، جس کو پتہ نہیں کسی بم یا کیا نام دیا جاتا ہے۔

جو اس کو وہاں پہ ایک ہمارے عوامی ایکشن کمیٹی پانڈی کے متحرک جو ممبر، معظم حسین، ان کے چچا کے گھر یہ کیا گیا دھماکہ کیا گیا 29 تاریخ کی شام کو، شام مغرب کے بعد۔ اور وہاں اس کے گھر جو ہے یہ، اس کی حالت آپ نے بہت ساروں نے سوشل میڈیا پہ شاید دیکھی ہو، کیونکہ انٹرنیٹ کی سہولت نہیں ہے، ساروں تک یہ بات نہ پہنچی ہو گی۔ جونہی وہاں پہ دھماکہ کیا گیا، اس کے اندر وہاں ان کی، وہ صفدر صاحب تھے جن کا گھر تھا، وہ محنت مزدوری کے لیے کراچی میں موجود تھے اور وہاں پہ ان کی بوڑھی ماں، ان کی اہلیہ، ان کا ایک بچہ، بچی اور ایک بچی زخمی ہوئی اور ایک بچہ، بچی جو ہے شہید ہو گئے،

ان کی اہلیہ بھی شہید ہو گئیں، ان کی والدہ بھی شہید ہوئیں۔ چار شہادتیں ایک ساتھ وہاں پہ پیش آئیں اور باغ کے ڈپٹی کمشنر اور وزیراعظم کی طرف سے بیان جاری کر دیا گیا کہ یہاں پہ کوئی سلنڈر جو ہے، وہ بلاسٹ ہوا ہے اور اس کی وجہ سے یہ دھماکہ ہوا ہے۔ جبکہ بعد میں جو عینی شاہدین وہاں پہ پہنچے، جو اس واقعے کے بعد جو خواتین پہنچی جنہوں نے ریسکیو کیا ڈیڈ باڈیز کو، زخمیوں کو، تو وہاں پہ جو اس کچن کے اندر جو دیکھا گیا کہ وہاں کے برتنوں کو، وہاں کی دیواروں کو کس طرح سے چھلنی کیا گیا۔

وہاں پہ نہ تو کوئی سلنڈر موجود تھا، نہ سلنڈر کو آگ لگی۔ اور بعد میں جب حقائق سامنے آئے تو ڈپٹی کمشنر باغ اور وزیراعظم جو اپنے بیان سے انکاری ہو کے اس کو عوامی ایکشن کمیٹی کے، اس کے الزام تراشی کی کہ یہ عوامی ایکشن کمیٹی کے یہاں پہ کوئی دہشت گرد تھے۔ تو میں پوچھنا چاہوں گا کہ ان ارباب اختیار سے کہ وہ 80 سالہ ہماری بوڑھی ماں جو وہاں پہ بستر پہ لیٹی تھی کیا وہ دہشت گرد تھی؟ اس صفدر صاحب کی جو اہلیہ محترمہ جو کھانا پکا رہی تھی وہ دہشت گرد تھی؟ اور وہ جو معصوم بچے جو وہاں پہ موجود تھے وہ جو کھیل کود میں مصروف تھے وہ کیا دہشت گرد تھے؟

اور کوئی وہاں پہ مرد موجود نہیں تھا۔ تو یہ وہاں پہ ایک جنگی ہتھیار جس کا آپ نے دیکھا کہ اس کے انسٹرومنٹس جو ہے وہاں پہ موقع پہ ملے، جس کے اوپر اس کے، اس سے اس کا نام بھی لکھا ہوا ہے اور ساری چیزیں سامنے آئیں اور یہ میں سمجھتا ہوں کہ ایسے جواز پیدا کیے جا رہے ہیں تاکہ اس تحریک کو دہشت گردی کا نام دے کے یہاں پہ آپریشن کیا جائے۔ اسی کے ساتھ یہاں پہ ایک جو ہمارا اینٹری پوائنٹس ہیں دونوں جو ٹائیں ڈھلکوٹ

اور اسی طرح آزاد پتن وہاں پہ، پہلے جو ہماری خوراک کی گاڑیوں کو روکا گیا، ادویات کی گاڑیوں کو روکا گیا، وقفے وقفے سے ان کو چھوڑا جاتا رہا پچھلے تین ماہ میں۔ اور اب جو ہے وہاں پہ عام جو شہری ہیں جو یہاں سے ٹریول کر کے راولپنڈی جاتے ہیں یا وہاں سے واپس آتے ہیں، وہاں پہ ان کو روک کے ان کی تذلیل کی جا رہی ہے۔ تو میں پوچھوں گا ان تمام ضمیر فروشوں سے، ان سہولت کاروں سے کہ وہ جب جوائنٹ عوامی ایکشن کمیٹی کی طرف سے جو ناکے لگے ہوتے ہیں، تو وہ کہتے ہیں کہ یہ تذلیل ہوتی ہے، ناکوں والے عوام کو روکتے ہیں، ان سے ان کی آئیڈینٹی ان سے پوچھتے ہیں، تو اس وقت انہیں، وہ نہیں بولتے۔

اور آج جب ہماری ساری عوام کو، ان کو ہراساں کیا جا رہا ہے، ان پہ وہاں کی پنجاب پولیس، وہاں کی کشمیر پولیس اور وہ ساری فورسز جو ہے ان سے وہاں سے کچھ گاڑیوں کو چھوڑ رہے ہیں اور پیسے لے کے چھوڑ رہے ہیں، اور وہاں پہ مشین گنیں اور بڑے جنگی ہتھیار وہاں پہ مورچہ زن ہو چکے ہیں، وہ بڑی تعداد میں، ٹائیں ڈھلکوٹ کے مقام پہ بھی اور اسی طرح اس آزاد پتن کے مقام پہ بھی، اسی طرح سرساوہ کے اندر بڑی تعداد میں فورسز کو جمع کیا جا رہا ہے، تو یہ سارے جو خدشات، جو اس طرح کے حالات ہیں، یہ اس بات کی عکاسی کر رہے ہیں کہ پاکستانی حکومت نے، پاکستان کی پیراملٹری فورسز نے

یہ فیصلہ کر لیا ہے کہ اس راولاکوٹ کے اندر اس کے گرد و نواح میں جو بھی مظاہرین جو احتجاجی دھرنا جاری و ساری ہے، اسے ختم کرنے کے لیے، اسے کچلنے کے لیے، اس کا محاصرہ کرنے کے لیے، ہر چاروں اطراف سے فورسز کو جو ہے انہیں اکٹھا کیا جا رہا ہے اور شاید انہیں آگے بڑھایا جائے گا۔ تو اس اعتبار سے موجودہ جو حالات کا جبر ہے، وہ یہ بتا رہے ہیں کہ اس کے پس پردہ نہ صرف یہاں کی عوامی حقوق تحریک ہے بلکہ اس کے پس پردہ ریاست جموں کشمیر کے مستقبل کے بارے میں یقیناً، کیونکہ جو چیزیں بازگشت کر رہی ہیں، ریاست کی شناخت کے بارے میں، وحدت کے بارے میں،

وہ خدشات بھی یقیناً موجود ہیں جس کی وجہ سے یہ ساری جارحیت اور ساری دہشت گردی اور اس طرح کی وہ تیاری کی جا رہی ہے اور سارا طاقت کے بل بوتے پہ کشمیریوں کی آواز کو دبانے کے لیے یہ سارا کچھ کیا جا رہا ہے۔ اس اعتبار سے ہماری ذمہ داری بنتی ہے کہ ہم اس تحریک کو منظم انداز میں آگے بڑھائیں اور کوئی ہمیں میں سمجھتا ہوں کہ جتنا یہ جبر کریں گے اتنا خوف، ڈر ہم سے دور ہوتا جائے گا، جس طرح آج ہم نے یہاں پہ سنا ان معصوم بچوں کو بچیوں کی ان کی تقاریر سنی، ان کے حوصلے، ان کے ہمتوں کو سنا، ان کے نعروں کو سنا تو یقیناً اگر ہمارے بچوں کے یہ حوصلے ہیں، ہماری ماؤں، بہنوں کے، بیٹیوں کے یہ حوصلے ہیں، یہ ہمت ہے

تو یہ کسی صورت ان کا جبر، ان کی طاقت، ان کی دہشت گردی، ان کی جو اپنا تکبر وہ کسی صورت جو ہے یہاں اس ریاست جموں کشمیر کے اندر اس، اس دھرتی کے اندر یہ کسی صورت وہ کامیابی سے، وہ کامیاب یہاں سے واپس نہیں لوٹیں گے، انہیں ہر محاذ پہ ہر جگہ، انشاء اللہ، عوامی جذبوں سے، عوامی جرات سے، عوامی اتحاد سے، عوام کے سچے جذبوں سے، عوام کے اخلاص سے، عوام کی دعاؤں سے، ماؤں، بہنوں کی دعاؤں سے، ان کے یہ سارے منصوبے، ان کے یہ سارے جو ہتھکنڈے ہیں وہ، انشاء اللہ، ہم سب مل کے ان، اس کو ناکام بنائیں گے

اور اس جدوجہد کے سفر کو کسی صورت جو ہے کسی خوف، کسی ڈر، کسی خوف اس کے، اس کی وجہ سے اسے سرد نہیں ہونے دیں گے، اس جدوجہد کے سفر کو جاری و ساری رکھیں گے۔ جے کے ٹی وی، وائس آف دی وائس لیس۔

راولاکوٹ میں جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کے زیرِ اہتمام عوامی اجتماع سے خطاب کرتے ہوئے رہنماؤں نے ضلعی انتظامیہ اور تعلیمی اداروں کی جانب سے جاری کردہ حلف ناموں کو سرِعام نذرِ آتش کیا۔ قائدین نے والدین اور تاجروں سے عوامی تحریک سے لاتعلقی کے تحریری حلف نامے طلب کرنے کے حکومتی اقدامات کی شدید مذمت کی۔ انہوں نے آرمی پبلک اسکول اور دیگر اداروں پر احتجاج میں شمولیت پر قدغن لگانے کا الزام عائد کرتے ہوئے تاجروں کو پولیس کلیئرنس والے مشروط اجازت نامے مسترد کرنے کی تلقین کی۔ مقررین نے باغ کے علاقے پانڈی میں پیش آنے والے ہلاکت خیز دھماکے پر سرکاری مؤقف کو مسترد کرتے ہوئے بین الاقوامی انسانی حقوق کے مبصرین سے آزادانہ تحقیقات کا مطالبہ کیا۔ اس کے علاوہ انہوں نے عوامی اتحاد پر زور دیا، خارجی راستوں پر فورسز کے ممکنہ کریک ڈاؤن پر خبردار کیا اور مطالبات کی منظوری تک پُرامن جدوجہد جاری رکھنے کا اعادہ کیا۔
