Introduction and opening remarks
Honorable members, and respected guests, thank you for giving me opportunity to speak today. I would also like to thank our MP Mr. Fabian for organizing this conference, and for giving people the opportunity to speak and about human rights concerns in Azad Kashmir. For the past three and a half months,
our community has been deeply concerned about the situation in Azad Kashmir.
Concerns over casualties and communication blackout
According to report, more than... According to reports, more than 120 protesters have been killed, and more and large numbers of people are reportedly missing. They are... There... These are not just numbers. These are people's lives and their futures. The families of those who are missing are still waiting for answers.
They don't know where their loved ones are, or whether they're... or whether they are safe. There are also serious concerns about restrictions on communication. Internet and mobile services have been blocked, making it difficult for people to contact their families and for the information to reach outside world. There are also concerns about accessing the healthcare.
Reports say that security forces have taken control of hospitals and people are facing difficulties accessing medical treatment. These concerns should not be just ignored. There should be an investigation into the killings of innocent people, their disappearances, and the restrictions on communication. They are our people, and they deserve justice.
We cannot go there and help them, but the least we can do is to raise awareness. The people of Azad Kashmir deserve to have their concerns heard and their basic human rights respected. Therefore, I urge this parliament and the international community to listen to these concerns
Call for international inquiry and justice
and make sure the reports of human rights violations are properly investigated. Thank you.
Very good, beta. Thank you. - Thank you.
Speaking at a conference held in London in solidarity with the Joint Awami Action Committee (JAAC), activist Kubra Noor addressed British parliamentarians and community members regarding recent developments in Azad Jammu Kashmir. She expressed profound concern over alleged human rights violations, citing reports of protester casualties, enforced disappearances, and restrictions on communications. Noor highlighted how internet and mobile blackouts hindered citizens from contacting relatives and sharing ground realities with the wider world. She also voiced concern over reports indicating security forces restricted access to healthcare facilities during the unrest. Urging international attention, she called on the UK Parliament and global bodies to ensure independent investigations into these reported violations and to uphold fundamental rights in the region.
Analysis
Source and framing: The footage, broadcast by Jammu Kashmir TV (JKTV), documents a conference organised in the UK Parliament in solidarity with the Joint Awami Action Committee (JAAC) in Azad Jammu Kashmir. The narrative centres on the diaspora's mobilisation against state repression and economic hardship in Pakistan-administered Kashmir, specifically highlighting civil liberties and human rights concerns.
Fact-check: Speaker Kubra Noor references reports claiming that over 120 protesters were killed and many individuals disappeared during the unrest in Azad Jammu Kashmir. While independent reports and news agencies documented significant clashes, several fatalities, and hundreds of injuries during the JAAC demonstrations in May 2024, the specific figure of over 120 deaths remains an unverified diaspora claim that significantly exceeds officially confirmed casualties.
Kashmiri perspective: For ordinary residents in Azad Jammu Kashmir and their relatives across the diaspora, the protests represent deep-seated grievances over rising living costs, electricity subsidies, and political marginalisation. The speech articulates the diaspora's frustration and their efforts to lobby international lawmakers when local channels of accountability fail.
Across the line: The disruption of internet services, excessive use of force against public demonstrations, and restricted access to medical facilities reflect tactics observed across both sides of the Line of Control. In Indian-administered Jammu and Kashmir, prolonged communications blackouts and heavy securitisation of civil protests have similarly impeded everyday life and fundamental rights.
Rights and democratic freedoms: The address raises critical civil liberties concerns, including freedom of assembly, free speech, the right to communication, and access to emergency healthcare. Enforced disappearances and uninvestigated deaths undermine the rule of law and constitutional safeguards.
Voices missing: The conference excerpt features only the diaspora activist's presentation. Perspectives from local JAAC organisers on the ground, state authorities in Muzaffarabad and Islamabad, and medical personnel managing local hospitals during the crisis are absent from this clip.
Editorial takeaway: Meaningful stability across divided Jammu and Kashmir requires addressing public grievances through peaceful dialogue rather than securitised suppression or internet blackouts, with transparent investigations into all allegations of state excesses.
